To comply to all laws, the house is built under the supervision of an LBP licenced designer . An LBP licenced designer will make certain it is all designed to comply to the building code NZS3604 2011. So council is not involved at all. Savings include all the fees for council consents, council inspections,  council often requires complicated reports from other consultants eg: geotechnical, flooding, resourse consent-the list goes on. Also large savings for building materials ( ask me how) Apply for council consent for a bathroom and kitchen after its complete.
